Job Title: Accounts Receivable Specialist
Department: Accounts Receivable
Reports To: Accounts Receivable Supervisor
FLSA Status: Non-Exempt

Job Description
The Accounts Receivable Specialist (ARS) records charges and payments to client accounts and maintains accounts receivable records. The Specialist works with third party agencies on unpaid and/or denied claims. The Accounts Receivable Specialist completes physical/psychiatric billing. The ARS also regularly meets with clients to review insurance coverage and other financial information.

Roles & Responsibilities

A/R Services:

  • The ARS submits/resubmits HCFAs to third-party payer sources and uses the Nebraska Medicaid

Electronic System (NMES) line to check client coverage.

  • The ARS consistently communicates/investigates concerns related to payer performance, system functionality and any other identifiable barriers to performance thus negatively influencing the organizational goals and metrics.

  • The Accounts Receivable Specialist is responsible for the physical and psychiatric billing.

  • The Accounts Receivable Specialist researches/analyzes third party claims thoroughly, timely, and accurately and responds to all inquiries and/or denials of claims in an efficient and effective manner. The ARS will also perform follow up inquiries via telephone, secure third-party portals or secure email for outstanding/unpaid claims according to department guidelines.

  • The Accounts Receivable Specialist will meet with clients to conduct financial interviews, verify client insurance/other payer benefits and post client charges and payments.

  • The ARS communicates with the clients regarding account changes/updates including changes in insurance and/or income.

  • Documents clear, concise, complete, and accurate notes in the client account regarding claim status.

  • Develops relationships with outside provider offices/facilities and across BHS.

  • The ARS assists with Credentialing tasks as assigned.

  • The ARS assists with collection calls, as assigned

  • The ARS creates journal entries through the E.H.R system, as assigned.

Other:

  • Assists with related special projects, as required.

  • Must comply with Agency policies and procedures, including those regarding conduct, confidentiality, and record keeping.

  • Provides back-up coverage for other Accounts Receivable, Records staff members.

  • Ability to pass and maintain extensive background check required by the agency.

  • If in substance abuse recovery, a minimum of two years continuous sobriety/“clean time” is expected and maintained throughout employment.

  • Must be a Nebraska licensed driver with an insurable driving/safety record.

Education, Licenses and/or Experience
High school diploma or general education degree (GED). Associates degree and/or certification in medical billing/medical coding preferred, or equivalent combination of education and experience. Experience in Behavioral, Physical and Psychiatric billing preferred.

The ARS will have knowledge of Behavioral, Physical and Psychiatric billing.

The ARS will possess excellent organizational, time management skills and attention to detail skills with the ability to multitask and compartmentalize when faced with many interruptions.

The Accounts Receivable Specialist must have strong oral communication skills with the ability to influence medical professionals, payer sources and clients through developing relationships while using assertive communication.

The ARS must have strong critical thinking skills with the ability to apply emotional intelligence when problem solving.

Knowledge and understanding of 42 CFR confidentiality laws regarding management of records is required.

The ARS will have knowledge of the agency policies and procedures, with the ability to understand and implement the agency P&P expectations.

The Accounts Receivable Specialist is able to answer a multi-line phone system in a professional manner and direct callers appropriately. The ARS possesses basic computer knowledge to navigate email, spreadsheets, and the agency E.H.R system. The ARS can operate Accounting software,Microsoft Word and excel programs.

Job Title: Outpatient Mental Health Director
Department: Outpatient Services
Reports To: Clinical Director
FLSA Status: Exempt

Job Description

The Outpatient Mental Health Director (OD) completes mental health and/or substance abuse intakes/evaluations. The OD will coordinate the open access schedule and supervise areas in the Outpatient Department. The OD will provide individual therapy, family/couples therapy, and/or group therapy as needed. The OD provides leadership, management, training, counseling and feedback for the therapists and/or other direct reports in the outpatient department and/or residential setting and collaborates with their peers on the management team.

 

Roles and Responsibilities

Licensed Services:

  • The Outpatient Mental Health Director will evaluate and lead staff to ensure they are competent in their position and provide guidance, as appropriate. The OD may assist in the treatment plan of the clinician’s clients as appropriate/needed. The OD may clinically supervisor other clinician documents.

  • The OD remains flexible in schedule openings for evaluative services, as directed by the supervisor, and meets productivity requirements set forth by the agency. The OD may include to “fill-in” when needed for effective client care and/or during situations where it is warranted.

  • Accurately and promptly coordinates Open Access scheduling, rescheduling and cancellation of client appointments in a way that maximizes resource utilization for optimum efficiency with the goal of service clients within 24 business hours. This includes understanding the licenses and approved payer source of the therapists.

Leadership/Talent Management:

  • The Director will be responsible for the training of new Outpatient providers/interns/staff (Norfolk Outpatient

 

Therapists, Referrals, Front Desk and Crisis Line) on the Administration tasks; such as but not limited to billing, credible and/or other BHS policies and procedures that relate to Outpatient. The OD will ensure policies, procedures and process are consistent with requirements from outside regulatory agencies, all licensing and certification standards, e.g. JCAHO, Medicaid, HHS, SA Licensing, Region, HIPPA and other federal confidentiality regulations. This includes completion of documents to the above regulations and/or the policies and procedures of BHS.

  • The Director provides effective communication, coaching, counseling and motivation with their employees and clients. Prepares performance assessments and reviews productivity goals to increase productivity and employee engagement. This includes creating a talent gap analysis of the supervised employees and handle deficiencies within this analysis through the policies and procedures.

  • The Director will effectively handle conflict resolution as set forth by the agency. Effective conflict resolution will be achieved through effective proactive communication and a mindset of win-win for the parties involved in the conflict.

  • The OD, as appropriate, will supervise/conduct case reviews with clinicians and make recommendations regarding admission, status changes, discharge planning and sentinel events. The OD will provide management to therapists to ensure processes are effectively and efficiently maintained and reviewed for continuous improvement. The OD may work with Clinical Director to facilitate the clinical service provisions.

  • The OD will work in partnership with the Clinical Director and HR in proactive recruiting and retention of clinicians to achieve agency goals and objectives.

Strategic Planning:

  • The Director will review financial results and/or budgeting with the Clinical Director to assist in the overall business/marketing and strategic planning of the program. This includes reviewing costs, revenue sources and/or other variables that affect the profitability of the program.

  • The OD utilizes the E.H.R system to review and analyze data to improve overall effectiveness and efficiencies of the agency while improving client care. This includes reviewing financial statements, industry standards, benchmarking and/or other evaluation tools to complement the strategic plan of the agency.

  • The OD will develop relationships outside of the agency to assist in the marketing of mental health/behavioral health services.

 

This includes working with education institutions and/or local and regional leaders. Assists in the marketing strategy for assigned area, and the agency as a whole to increase agency brand awareness.

 

Other:

  • Provides 24-hour coverage as assigned.

  • OD will facilitate staff meetings or designate someone else to facilitate in their absence

  • Must comply with Agency policies and procedures, including those regarding conduct, ethics, confidentiality, and record keeping.

 

Education, Licenses and/or Experience

Master's degree (M.A. or M.S.) in counseling, social work, psychology or a closely related field preferred. An individual with a LADC will be considered, preference to fully licensed individuals.

  • The Director must have the skills to organize and coordinate work within schedule constraints and handle emergent requirements in a timely manner. The OD will apply critical thinking skills by using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. The OD must demonstrate adaptability, ethical behavior and have team building skills including relationship building. The OD will have the ability to work efficiently under pressure and help motivate employees to meet demands.

  • The Director must have effective communication and leadership skills and provide a positive culture within the program. Handling conflict resolution effectively and provide an environment to have difficult conversations and have the mindset of valuing differences with members of their team, management, and/or associate, with the ability to be influential and possess adaptive communication for the purpose of guiding clients and direct reports to support strategic leadership and human capital development.

  • The OD must have strong written communication with ability to articulate in writing their thoughts, opinions and facts with the objective of client care planning. With the ability to complete documentation within the designated timeframes.

  • The OD will possess appropriate knowledge of HHS licensing, Medicaid/Medicare regulations, DBH and Private

 

Insurance regulations.

  • The OD will possess knowledge of and be able to diagnose mental health and substance use disorders in a the DSM-5, as well as expect appropriate treatment standards are followed.

  • The OD must have the ability to apply risk management strategies and possess clinical decision-making skills appropriate for client’s care and safety, including productive collaboration with supervision/consultation as appropriate, and always in the case of imminent danger.

  • The Outpatient Director will have knowledge of BHS billing practices in relation to the licenses and approved payer sources of the therapists. The OD will possess the financial skills necessary to assist in the development, monitoring and revising of the program budget and the financial success of the program, with knowledge of all functions, capabilities and reporting of the agency E.H.R system.

 

Other Requirements:

If in substance abuse recovery, a minimum of two years continuous sobriety/“clean time” is required and maintained throughout employment.

  • Must have or be willing to acquire and maintain ongoing Criminal Justice Provider endorsement within six months of employment.

  • Successful completion of background checks/references including a valid driver’s license.
